Philip Holmes-Smith

About Philip

Philip is the founding director of School Research, Evaluation and Measurements Services (SREAMS), an independent educational research company. He is an experienced educational psychometrician, statistician, researcher, program evaluator, Professional Learning facilitator and lecturer in the field of Structural Equation Modeling (SEM).


He initially trained as a secondary teacher completing a Bachelor of Science (Education) degree at The University of Melbourne and between 1977 and 1985 he taught Science, Biology and Mathematics in Victorian government secondary schools and was a program consultant within Victoria’s Disadvantaged Schools Program.


During this time he also completed a Graduate Diploma in Curriculum Administration with major studies in Program Evaluation and consequently, in late 1985, he obtained a position as a Policy Officer (Evaluation) with the Curriculum Branch of the Victorian Education Department where he conducted numerous program evaluations and provided program advice to curriculum developers. During this time he also completed a Master of Education degree at The University of Melbourne majoring in Educational Policy and Planning.


In late 1988 he was awarded a Fellowship of Advanced Study from the Department of Education to commence doctoral studies at the University of Illinois at Urbana-Champaign. While there he undertook numerous courses in statistics, qualitative and quantitative research methods, program evaluation, educational measurement and testing and educational policy studies. He also worked as a Research Associate with the Center for Instructional Research and Curriculum Evaluation (CIRCE) while undertaking his studies.


Philip then returned to the Victorian Department of Education at the beginning of 1991 and in 1992, together with Dr Ken Rowe, he commenced a large-scale, longitudinal study on school and teacher effectiveness. In 1993, Philip and Ken, together with Prof. Peter Hill took the study to The University of Melbourne (where they founded the Centre for Applied Educational Research) and continued to work on this project which looked at the measurement of student performance and the factors that contribute to student success – a project that has since had a large impact on school improvement initiatives around Australia.


In late 1994, Philip again returned to the Department of Education as Projects Director in the Strategic Planning division of the Department. While there he was responsible for numerous policy initiatives including the development and implementation of educational resource allocations to all government schools (School Global Budgeting); the psychometric analysis of Victoria’s state-wide English and Mathematics testing program for Year 3 and 5 students; and the development of benchmarks for both school-level and system-level student performance data as part of the Department's school accountability mechanism.


At the end of 1996 Philip left the Department of Education to begin SREAMS where he continues to be contracted to a number of State education departments and curriculum authorities in Australia to undertake educational research, curriculum evaluations, resource allocation modeling and psychometric analysis of state-wide/national testing programs.


Philip is also an experienced lecturer of social science research methods and is a regular instructor at the Australian Consortium for Social and Political Research Inc. (ACSPRI) programs where he has developed a reputation as being one of Australia’s premier teachers of Structural Equation Modeling (SEM). He also regularly teaches both introductory and advanced SEM courses at numerous universities around Australia.


His current interests lie in the areas of teacher effectiveness and school improvement, accountability and benchmarking, national achievement testing programs, research related to students at educational risk, resource allocation modeling for school and early childhood systems and the teaching of Structural Equation Modeling.



Jillian Holmes-Smith

About Jillian

 

Jillian is an experienced educational researcher, program evaluator and project manager who has been involved in the field since 1989. She initially trained as a secondary teacher completing a Bachelor of Education (Art and Craft) degree at The University of Melbourne in 1977. Between 1978 and 1987 she taught Visual Communication and Design, Art and Materials/Technology (Woodwork) in Victorian government secondary schools. During this time Jillian also helped found the Graphic Communication Teachers Association (GCTA) becoming the editor of the association’s journal and, later, its president.


In 1988 she worked as a projects manager with the Commission for the Future facilitating curriculum initiatives amongst teachers across Australia before commencing a Master of Art Education degree at the University of Illinois at Urbana-Champaign, which she completed between 1988 and 1990. While there she undertook numerous courses in qualitative research methods, program evaluation and art education. She also worked as a Teaching Associate at the University of Illinois’s Krannert Art Museum while undertaking her studies.


Jillian returned to Victoria at the beginning of 1991 where she worked as a lecturer in Art with the Faculty of Education at The University of Melbourne before taking up the position as Head of Graphic Communication and Design at Taylor’s College at the beginning of 1993. Also on her return, Jillian rejoined the executive of the Graphic Communication Teachers Association and, as its representative on various Board of Studies working parties, played a major role in the development of the Visual Communication and Design VCE study design and the Curriculum and Standards Framework for The Arts.


Jillian remained at Taylor’s College until the end of 1998 before joining SREAMS at the beginning of 1999. She brings to the consultancy a vast knowledge about educational programs in schools and statewide curriculum development initiatives that is backed by a strong academic background in educational research, qualitative research methods, program evaluation and project management.


As a principal consultant with SREAMS, Jillian has been the lead researcher on a number of on-going projects including studies of the use of learning technologies in schools, the study of first year graduate experiences in school and the study of teacher workloads. Jillian is also the principal project manager of all projects undertaken by SREAMS.


Rowan Holmes-Smith

About Rowan

Rowan Holmes-Smith joined the team at School Research, Evaluation and Measurements Services (SREAMS) during 2008 the Business Development Manager in charge of the production, management and support of the company’s Student Performance Analyser (SPA) software which is already being used in over 400 Victorian schools to analyse their student performance data. He is also directly responsible for all the Web-based services and IT support provided by SREAMS


He initially completed his Bachelor’s degree from The University of Melbourne in 2006 studying in the production faculty of the Victorian College of the Arts and majoring in lighting and sound engineering and design. While there, Rowan combined his studies with his life-long interest in computing to develop a computer-based control system for lighting.


Soon after completing his degree, Rowan joined the Melbourne office of Total Concept Projects (one of Australia’s leading audio-visual supply and installation companies) where he was quickly raised to the position of Head Systems Engineer and Technical Consultant. In this role he was responsible for the conceptual design and engineering specification for some of Melbourne’s most exciting audio-visual displays combining computer-based control systems to audio-visual installations.


Rowan brings this strong computing background to SREAMS in the form of providing web-based solutions to many components of the projects SREAMS undertakes and in the provision of IT support both within the company and to teachers and principals who struggle with the computer-based requirements associated with projects run by SREAMS.



Robert "Charles" Kimpton

About Charles

Charles first joined the team at School Research, Evaluation and Measurements Services (SREAMS) during 2008 on a part-time basis but is now full time. His role at SREAMS is as a programmer; mainly for the company’s Student Performance Analyser (SPA) software but also for some web-based applications as required on a project-by-project basis. He also assists Rowan with the web-based services and IT support provided by SREAMS.


Charles is your stereotypical childhood computer “geek”. Apart from the primary school readers he was required to read, the first book he ever chose to read was the “Visual-Basic Programming Manual”, and he has been writing computer programs ever since. On completing school he was immediately employed by a large on-line retailer to write their on-line store catalogue and sales programs. More recently he was employed by the Melbourne Museum to place selected museum collections on-line for cataloguing and research purposes.


After initially writing a .netFramework version of the company’s Student Performance Analyser (SPA) software to analyse AIM and NAPLAN data, Charles has now re-written the program in PHP (accessing MySQL databases) so that SPA runs as a web-based program accessible from any computer linked to the web. He has also added a module to analyse On-Demand (Adaptive) test results and he will continue to work to add more modules that will analyse other student performance data.



Chris Stevenson

About Chris

Chris joined School Research, Evaluation and Measurements Services (SREAMS) in 2007 on a part-time basis with a brief to assist Phil and Jill in anyway necessary to facilitate the smooth running of their work. As their Administrative Assistant, that is precisely what Chris does.
